Abstract: 
It is shown that the available experimental data on the energies of the first and the gamma-vibrational 2(+) states and the reduced E2 transition probabilities from these states to the ground state require for the explanation significantly different values of the mass coefficients for the rotational motion and gamma-vibrations.
