Abstract
The article focusses not on the demands and programs of the teachers but, rather, on the educational-policy debates which, in 1848, determined the character of the consultations concerning the reorganization of the Prussion educational system. The search for a legitimate procedure which would allow the cooperation of all teachers in the debates of 1848 contributed decisively, thus the author's thesis, to a hierarchically differentiated classification of teaching types. Taking into consideration the teacher's wish to cooperated, the state's attempts to exert control, and the critical comments by the public press, the author shows how, in 1848, the hierarchization of the teacher categories was prepared parallel to that of the educational system.
