Abstract: 
The index of a blocking set B in a projective space is defined as the minimum number of hyperplanes covering B. It is proved that in general the index is at least d + 2, where d denotes the dimension of the space. We show that this bound is best possible in proving that for a 3-dimensional projective space we have that the minimal index is exactly 5.
