Abstract: 

This piece examines practices of the European Union (EU) and the Organization for Security and Co-operation in Europe (OSCE) in dealing with secessionist entities in the post-Soviet space. The study specifically looks at the engagement of the two organizations with Georgia, Moldova and Ukraine and contested territories that seek secession from these ‘parent states’: South Ossetia, Transnistria and the Donbas region. Drawing on the organizations’ documents and a series of expert interviews with their representatives, the analysis uncovers the actual engagements of EU and OSCE field presences in the three countries, conceptualizes the organizations’ practices in approaching secessionist entities and provides possible explanations for the variance in the use of these practices. In doing so, the study contributes to the scholarly debate on international conflict management and state (non-)recognition in international politics.
