Abstract:
Analysis of structures and functions of middle-class elite groups in the big cities of the Rhine produces a different perspective than that of political or traditional local history. Changing municipal constitutions and communal electoral laws relate to the social profiles of municipal representatives. In 1814-45 there was informal rule by notables followed by increasing self-regulation of business interests between 1850 and 1900. Electoral changes around 1900 put middle-class dominance on the defensive and brought new social groups into elected city assemblies. Professionalization of bureaucracies accompanied functional changes in city government as utilities, traffic enterprises, and water supply and disposal were communalized. City planning, housing and social policy, and police problems were so complicated that a professionalized city government, isolated from ordinary citizen participation, was needed. Social profiles of political parties may reveal some causes and results of these developments.
